這一段主要是說 主辦單位出來致歉，因為主辦單位跟黃色小鴨的荷蘭藝術家Florentijn Hofman沒有事先溝通好。
The statement follows criticism by the artist of the unauthorized production
and sale of Rubber Duck-related merchandise.
後面這句是說 主辦單位之所以會出來道歉是因為Florentijn Hofman批評/抨擊主辦單位未經授權就擅自製造、販賣黃色小鴨的周邊商品。
A follows B，就是A緊跟著B而來，也就是說第一段的言論跟著critism by the artist而來，按照中文的邏輯也就是Florentijn Hofman開罵後，主辦單位才跳出來澄清。
